Project Features:
- Abatement of Asbestos Containing Materials (ACM) pipe insulation and Vinyl Asbestos Tile (VAT) in a highly secure facility.
- Emergency response for PCB decontamination of several rooms with comprehensive sampling and contaminant delineation.
- Management of PCB contaminated concrete remediation as per site specific EPA approved PCB Removal Plan.
- PCB transformer ballast removal and disposal.
- Removal of old electrical switchgear, Emergency Generator, boilers and make-up water tanks.
- Relocation of 8-10,000 gallon fuel storage tanks.
- Demolition of roof mounted solar panels.
- Selective demolition of interior masonry walls and drywall and other finishes.
- Installation of new chill water and hot water piping and insulation.
- Installation of new motor control center, High voltage transformer and new emergency Generator.
- Installation of new fuel storage tank and associated monitoring equipment.
- Installation of a booster pump for the chilled water at the Academy’s Central Utility Plan.
Abatement/Demolition:
This included the demolition of the old chiller and associated piping that involved the removal of footings and foundations that were ten feet underground and the site restored. It also involved the relocation of 10 above ground fuel storage tanks, demolition and removal of an 18-inch thick concrete pad, the removal of underground and above ground fuel lines and the testing of associated soil to ensure EPA compliance. Interior selective demolition included masonry walls and drywall.
Asbestos Abatement and PCB Removal: ACM piping insulation was removed form existing chilled and hot water piping, boilers and make-up water and expansion tanks. During removal activities, it was determined that PCB contamination had extended into more areas than previously suspected. EEC, Incorporated immediately mobilized, as an emergency response, decontaminated areas that were of high concern and isolated all other areas. All asbestos abatement work was performed in accordance with 29CFR 1910 and 29CFR 1926. PCB removal included PCB ballasts and PCB concrete that resulted from a leaky transformer in accordance with an approved EPA Plan. The plan was prepared by EEC, Incorporated in collaboration with the FBI. Phase One of the PCB containing concrete removal has been completed and EEC, Incorporated is currently preparing to initiate the second phase. All PCB work was performed in accordance with Self-Implementation on-site clean up and disposal of PCB remediation waste regulations, 40CFR 761.61(a).
New Work:
The mechanical work involved the installation of new hot and chilled water lines for the make-up water system that is tied to the new chiller at the central utility plant. A new booster pump was also added to augment the system.
The electrical work involved the removal of the old motor control center and installation of new, the relocation of an emergency generator that was housed inside the building to a new concrete pad outside of the building. This involved running new underground power lines through conduit and the installation of manholes. Old circuits feeding various buildings were relocated to the new motor control panel. New masonry partitions were constructed to house the new electric gear and new drywall ceilings and lighting fixtures were constructed in the men’s locker room a floor below. All this work was completed with minimal shut downs due to our proper sequencing of activities on the project.
